Clear CMOS as explained in the second part of this post. Give it 20-30 minutes clear, an overnight if that does not help.

How did you flash BIOS, with @BIOS or Q-flash?

Definatly looks like BIOS problem, and I've seen same problems solved by clearing CMOS, give it an overnight if everithing else fail.

I used Qflash to update the bios.
Adjusting everything manually, no optimzed defaults, I can get the full 3ghz with a 9x multi if i disable C1E/EIST/TM2
but if i reenable TM2 alone it reverts back to 2ghz with a 6x multi
How safe is it to leave TM2 disabled?

Also if i try to OC it even a bit it reverts back to default(2ghz)

You definatly don't want to disable TM2. It's safe until something happen.

What you describe point to a problem with the BIOS. Either the flash or it must be cleared, or it's faulty.
I'd certainly won't trust it for overclock.
Try leaving overnight, with both the jumper on and battery off.

C1E and EIST have to be disabled for the CPU to run at 3Ghz, otherwise it will be downclocked.

Of course that would be in the OS not the BIOS, you may need to flash back as this BIOS may be faulty. If you don't get it working I would try going back to the older or an older BIOS and see if it then works normally. If so then this new BIOS is bugged.
