What do you mean? Do you mean available? Are you checking Windows Task Manager under the performance tab?
    Try this:
To view how the installed memory is allocated in Windows 7, follow these steps:
Click Start, type resource monitor in the Search programs and files box, and then click Resource Monitor in the Programs list.
Click the Memory tab, and then view the Physical Memory section on the bottom of the page.
Go to file and Restore Default Settings

i get that when i go to my computer and i right click properties and it tells me the total number of ram and how much of that ram is usable so out of 6 gb only 2gb is available for system apps and such, the rest of the ram is reserved for hardwear as per the info given o me by windows system resource app. then i try to refresh the windows performance ratting and it stays the same...... i went into msconfig and disabled the memory function under the advanced tab and nothing happened i still only showed 2 gb usable. and i dont have a remap function in my motherboard bios.....

After researching this thread you may need to perform a clean install of Windows 7 64bit.
Another thing you could try is this:
Click Start, type msconfig in the Search programs and files box, and then click msconfig in the Programs list. Click the Boot tab. Highlight Windows 7 64bit. Click advanced options. Uncheck the box to select Maximum Memory if it is checked. If not checked check the box see if it is at 6144
