    warren300, I was running Vista but now have installed Windows 7. BUT: it did not occur to me that Windows power management could be the culprit. And in fact it is: I had it set to "Balanced". After changing it to "Performance" the multiplier in CPU-Z showed what I had set in the BIOS.

    Thank you very much for solving the "mystery".

    yeah i remembered at the last minute,i have it setup the same,i disabled c1e and eist in the bios and selected balanced in windows 7...it will throttle your cpu only when idle just like c1e does but for me i get rid of the slight motherboard squeal with that setup
