How are temps during Prime95 load?
It is natural that memory performance gets better with higher FSB and/or memory frequency.

    For 3.2Ghz I'd use 400 x 8 and 2.00B/D memory multiplier, better memory performance.

May need a bit more VTT 1.22-1.28v, perheps one/two ticks more DRAM Voltage, and 1.57v PLL.
Memory multiplier 2.00D or 2.00B. Try the D strap first, later you may try the B.

Both stick run in 800MHz there is no other way. no need to buy any new memory.
PLL is a bit high, 1.65v may be ok for 65nm processor but you want to keep that option as low as possible, 1,57-1.59 should be enough.
Note that MCH Reference scaled with VTT but it is still at default 0.76v@1.2v VTT, you can leave it on auto unless it needs to be changed.
Otherwise settings are fine if they are stable.
