Bigger picture, first one has to decide whose fault it is. Are the mother boards doing something that falls outside the relevant specs for the motherboard form factor and Intel's processor set? If so - it is the PS designers fault.
If the MB design exceeds applicable power specs, it is their fault. Note that "power specs" includes things like max dI/dt on specific power buses. Intel specs that for processors. Determining this will require a firm understanding of all applicable specifications and conditions (e.g., capacitive loading, trace current density vs volume, trace/wiring inductive component, connector ratings, standard deviation and acceptable tolerances of all the specs and actual devices) and a good lab.

The fact that is it dependent on the specific MB-PS combination suggests maybe one or both products are at the hairy edge of a spec.

Bottom line. The MB people are probably not going to change it for you next week. If the BIOS can fix it, they could. If they "fix" the BIOS, it may not be much different that what you can achieve by not insisting on invoking one of the controllable options/parameters. Getting a MB-PS combination that works can happen tomorrow if you have a nearby store. And if you wish to spend the money to guarantee you can have all the MB parameters set as you have decided you "must" have. A new PS or MB or both are your only solutions that you personally can control and implement tomorrow (or however long it takes to try all the combinations). I would try some different PS first. Cheaper, easier, less overall chance of creating more problems than it fixes.
you mean getting another brand mb/psu altogether ?

Just one or the other. And I would try changing the PSU first - cheaper, easier. If you get another board and use equivalent settings, you could easily get the same noise with the same PS. And the board you have should be a good one.

Ask around and see if someone will let you borrow a different power supply. Higher rated power may or may not change anything. I believe it is the way they design the switchers.

Again, try to find people on the web using the settings you are using on that MB or a similar one (GA-P55a -?). It should have the same sort of on-board switchers as your board.

That's exactly how my UD3R behaves, with or without C1E - not fussed about it at all.

i would try with a corsair hx psu if you can,do you have a 14 or 7 day return policy if bought by mail order??? that way if it doesnt fix the noise problem you can return it for full refund

    thanks all for your suggestions..
I am afraid I cannot change the PSU...
there are no other quality PSUs in my country except for this thermaltake one...
so I am stuck with that brand...

I just wanna know something... could this noise be cause of the ability of the psu in charging/discharging fast enough with efficiency and able to keep up with the change in volume?,
or should the noise happen just the other way around only?

also... do I have to be concerned with this issue at all?

does anything stop or reduce the noise? like disabling just c1e? or do you have to disable eist too? it wont damage anything its just annoying, mines been like it for nearly two years now, tried windows balanced profile and disable c1e??

I have to disable both c1e and eist.. or else I have to use manula vcore..
and that just lessen the noise...
i could hear it if I put my ear beside the psu

What you have said here is sort of what I have been trying to explain. It would appear I have been too technical in my posts. Sorry. When I said things like dI/dt that means the rate of change of the current over a time interval. So either a large change in current or a very small time interval make that a large factor. You have both.

Have you contacted the PS manufacturer?

I still not sure I understand your theory correctly...
you mean that the sound is caused because the PSU is too good, or too bad ?

I have contacted them, but they didn't respond yet..
