    Do you have an older graphics card you can try with?

    Sounds like the card is what is doing this, not the system itself, so it would be nice if you could test a different card.

    Of course, your recent mention of onboard fans connected to the motherboard rule that out, so not sure what is going on here????

    Try BIOS F11b, as it may be a BIOS bug

    Ah its not just the graphics card fan that is spinning. It's also fans connected to some of the fan headers on the motherboard. Ie the system header in this case. I have a variety of fans connected (zalman F3's, Arctic F12's)some of them spin and some of them don't. It seems like the board is providing a low voltage to the fans even when off, that may or may not be just enough to spin the fans....strange indeed.

    Ill give that newer Bios a go soon though thanks

    you know where the front panel power wires plug into the mb? check the pwr and reset wires are fully attached or try pulling them out and then start up pc and shut down and see if they carry on spinning
