Do you mean it starts, then shuts off partially for a second or two, then starts normally?

Hello, Nypofen, are you sure you have the right RAM? I think the CMX4GX3M2A1333C8 is a 2x2GB set and not 3x2GB.

My guess is that the BIOS AUTO Voltage function is the problem. Something is keeping the BIOS from figuring out the correct V. Again, this is just my guess.

You need to burn MEMTEST86 onto a blank CD disk and make sure it does not see a problem.

It is highly unlikely that your system needs 1.34V for QPI/VTT. That is how much V I use to overclock my i7 930 to 3.8GHz. And I am running 6x2GB, which require more QPI/VTT than 3x2GB.

If you are not overclocking but your BIOS restarts before booting, then there is a possibility that your cpu cooler was not installed correctly. If you decide to disassemble your cpu and cooler, use this cleaner to clean your cpu and cooler of thermal paste:

Remember to be very careful when cleaning thermal paste. Remove your cpu from motherboard. Make sure that there is no debris in your socket or between the cpu and cooler and cover the socket with the plastic cover. And do not contaminate gold contacts.

leave everything in the bios on auto and just change these

    set bclk to 22x160 = 3.52ghz
    set cpu voltage to normal,
    set uncore freq to 17x
set spd system memory multi to 8x(disable xmp) 8x = 1280mhz ram speed
    set qpi/vtt to 1.31500v
set spd timings manually then select quick and type in timings
    8
    8
    8
    24
    1T
    set dram voltage to 1.66v

look through each bios page carefully untill you see what you need to change and thats it
