I went ahead and put my settings back the way they were. I believe the registry hack for error reporting will fix my overclock problems. I'm pretty sure that windows was slowing the system down to protect itself. It's the only thing that makes sense to me since BIOS reported everything right but CPU-Z reported it at 2.1MHz and 266 fsb.

    BIOS showed...

    VCORE - 1.572V
    DDR18V - 2.114V
    +3.3V - 3.264V
    +12V - 11.858V

    CPU temp was high also

    System Temp - 34*C
    CPU Temp - 49*C

    now

    System Temp 34*C
    CPU Temp - 38*C

I have no idea. BIOS now shows 1.396v vcore in PC health control and 34*C system temp and 41*C CPU temp. I may take a little more off of CPU voltage. I'm pretty sure that the windows error counter was causing the OC problems.
