Vcore unchanged, and still 36.5GFlops in the second run?
Maybe 400x7.5 for 3GHz? RAM will run at full speed, lower tRD may be required.
Run IBT with CPU-Z open to see what idle and load vcore is.

EDIT: the chip will throttle at ~100c

    Chike,
Tried 400 w/7&8 and was not able to run IBT to conclusion. It ran through once and on second run it failed @38.3GFlops. The CPU voltage fluctuated from 1.232V to 1.200V to 1.184V. During test it fluctuated from 1.200V to 1.184V. See screen shot. Isn't the FSB high? Could these tests be run in "Safe Mode?" then I would not have to disable all the programs run in start up?

Try more vcore, 2 clicks at a time, bot don't exceed 80c core temps.

FSB as intended, at 400MHz clock. The FSB can transfers 4 time with each clock cycle, that is the rated FSB. Just like Double Data Rate memory transfers data twice for each cclok cycle.
The CPU can handle much higher FSB but the board limit is around 420.
You can consider to run a lower OC at summer, and a higher OC at winter when ambiant temperatue will allow it.

Instead of safe mode you can run msconfig and choose diagnostic mode. If you want to have network also you will need to enable DNS client and DHCP client services before exiting msconfig and rebooting.

    Chike,
I was doing some work in the case and I noticed that the temp of the Intel chip furthest from the processor was running at ~50c+ so, since I had a leftover small heat sink w/fan, I thought I would replace the stock itty bitty one. I see why you are concerned about temps in the MCH. The thermal contact, if it is like the one I replaced, is almost (if it was not so important) laughable. When I go in and check the footprint of my heat sink to processor I think I will upgrade the cooling of the MCH also. Is there a "proper way" of releasing the heat sink? I just cut the nylon retainers.
Any recommendations for a after market cooler, short of a water block?
I am waiting for delivery of some of Arctic Silver Ceramique which I understand is the best you can buy. "If you go to town stay all day."

Is it the south-bridge that heats up? Don't worry about it.
I have never removed the NB heatsink, but it seems you can pull the pins our and reuse them, be carfule not to damage the board.
I think the ceramique is a bit old

I've used Ceramique for several years and it's excellent for cpu and gpu heatsinks.
Benchmark Reviews - 80-way Thermal Interface Material Performance Test [June 2009] gave Ceramique a B+ rating, where it was about 0.8 degrees (C) "warmer" than the best performing TIM.

You can spend hours and hours reading different TIM tests and recommended application methods and in general, you'll find that there's very little difference between the top thermal paste brands.

For me, the most important requirement is that the thermal paste is NOT electrically conductive.

Note the Noktua NT-H1 is in the same category just 0.1c "worse".
Make sure to clean the old paste. I use aceton first then alcohol for the finish.

Note: It's not necessary to have a drink of alcohol after cleaning up the old paste from the heatsink and cpu surfaces.
Although, I must admit that a swig of 151 proof aged rum does wonders for one's mental attitude.
