You need to load optimized defaults first, your cpu and pcie clock drive should be 800 and 900mv,have you tried clocking with dvid? Where it auto downclocks and reduces voltage at idle? For that you need to see what voltage it uses in the bios when you set cpu voltage to the normal setting, enable all advanced cpu features too except c1e

I got the lower drive settings from a clunk.org.uk template, but can revert to default if recommended.

Box appears stable @ 3.9Ghz on LLC Lvl1 with 1.25000V vcore.

It dynamically adds voltage to the baseline. So, you set voltage to 'normal' and add the amount of +voltage above that you need to be stable at whatever OC. The advantage is the voltage can back off when you are idle. Before I learned about it, I was running 1.36Vcore. So it was 1.36 at idle and would droop to 1.3V under load. Now it idles under a volt but still ends up at 1.3V under load. Which is where I need to be to remain stable.

This is physicaly imposible. Not with air cooling anyway. Not for Tcase, and certainly not Tjunction.
