Grab a Bios template and post back with your complete bios settings and we can advise back.

Also how far do you plan to overclock? what kind of cpu cooler are you using?

Please list you full system spec in you sig along with a link to your memory.

Is there any downside to running the ram at 2016?

Also, is 4.2 a good enough overclock for the 990x with this Board? Is it worth going higher? 4.4 or 4.6 ? Or is it not worth the instability.

By the way, when I set the memory at 1.65 volts which is the specification - I had to set it to 1.66 and it went in the red. I guess the Motherboard is use to having lower voltage ram sets?

No, the memory will be fine at 2016.

Going higher than 4.2 is up to you, I just thought it would be a good easy starting point for you to get stable, then you can work you way up from there.

Save your stable 4.2 profile in the BIOS and then work on higher if you want. To save a BIOS profile you use F11 on the MAIN page, and then F12 is load.

1.66 ram is fine, that will be 1.64-1.54 actual once windows loads.

Thank you. I have the CPU at 4.6 now and stable. Just upped the 25 on the clock ratio. All other settings as recommended above for 4.2.

Not sure there is any reason to go higher than that, frankly.

Awesome man, that's a nice overclock and I'm jealous for sure!
