So idle vcore is lower then load? It is always the opposite.
Limits are up to you, 1.3625 is the max VID range for this CPU (as other 45nm CPUs), you set this limit to BIOS, or CPU-Z or willing to go above is up to you.
    I am currently with 1.376v at CPU-Z for 3.82GHz, in BIOS it's 1.4125v.
I'd set x11 Ratio for 3.66GHz and see how it goes, if all well continue with 0.5 ratio increments as long as vcore is with your limits.

Sorry for being misleading. Right now (overclocked) browsing this forum I see 1.264 V. Firing up LinX for a short bit I see 1.232V. It appears SpeedFan is a bit inaccurate (and I may have reported it wrong). It bounces around from 1.22 and 1.25 mostly during the test and I haven't seen it hit 1.21 yet in CPU-Z. What should I be doing about memory in the mean time as I bump up ratio. Should I stick with 333MHz FSB?

Yes stick with 333MHz for this time, after you figure out max CPU frequency you would go with we can try higher FSB, won't be much higher though.
BTW what is DRAM Voltage set to?

EDIT: What is static tRead set to? May gain a bit memory performance setting it 7 or 6 if possible.

1.800V is DRAM. Static tRead is at 7 auto. When recording baseline I saw it at 3. In fact that entire section's values have changed as a result. The originals are listed in my first post.

To make sure what it is actually set to run MemSet, tRD is Performance Level.
Yes Static tRead depands on memory frequency, bus speed, and CAS settings, it's possible it was 3 at 200MHz.
