everything is working properly apart from the CPU fan, now i dont really have money to spend on the better cooling for this cpu but how can I make it go quieter.

This is a screen shot after playing portal for like 10min 2537764/bvsgbea, and a normal speed now is between 3500-4000rpm so loud

Doesn't speedfan software slow it down? Or voltage pwm control in the bios?

I think you can set CPU fan speed according to CPU voltage,it should be in the BIOS somewhere, try plugging CPU fan in system1 or system2 fan header on mb,it should run slower,if I were you I'd buy a cheap fan controller off eBay,then you can keep your fans and run them at anyspeed you want, they normally let you control 4 fans

Yes,if you slow the fan it will affect temps,by how much I don't know, you just need to test and keep your eye on temps,3000-5000rpm is way too fast,1500-1800rpm is just right, fastest my CPU fan spins to is 1700rpm and that's under extreme loads, usually it hovers around 1400rpm and its silent,so you want to aim for those figures just keep an eye on your temps

do you have the retail fan/heatsink ? i see its intel and could be a way better. Iam thinking of getting a new heatsink like coolermaster 212 or ones with simmilar price and the cheap fan controller i cant listen to the fan anymore

I've got a thermolab baram cooler,it only fits Intel 1366 though, stock coolers are always poor, you might not need a fan controller with a better fan/heatsink,you get much better temps and less noise with an aftermarket cooler

The CPU fan settings will be on the bottom of the Power page in the BIOS.

If you are using stock cooler, then yes a cheap $20-30 cooler would be a good investment, not only will it improve your temps but it'll also be quieter
