First I had to find what level of VCore reduction would cause Memtest86+ to fail, and began testing in decreasing increments (all of this was done at 478 x 9 x 956). Starting point for VCore was 1.33750 - what we determined during testing to be the best voltage for the previous build (473 x 9 x 946):

    CPU VCore 1.33125
    Memtest86 Test #5: Passed

    CPU VCore 1.31250
    Memtest86 Test #5: Passed

    CPU VCore 1.30625
    Memtest86 Test #5: Passed

    CPU VCore 1.300
    Memtest86 Test #5: Passed

    CPU VCore 1.29735
    Memtest86 Test #5: Passed

    CPU VCore 1.28750
    Memtest86 Test #5: Passed

    CPU VCore 1.28125
    Memtest86 Test #5: Passed

    CPU VCore 1.27500
    Memtest86 Test #5: Passed

    CPU VCore 1.216875
    Memtest86 Test #5: Passed

    CPU VCore 1.26250
    Memtest86 Test #5: FAILED
Did you skip some CPU VCore settings?
I thought that each setting change was always 0.00625 volts higher or lower.
Are there numerical typos with the last two VCore values?

Another update: I hadn't run memtest with this new build, so I did (it passed) and upon reboot, I got a BSOD 9C (yay! new enemy?). Upon rebooting, windows loaded.

Starting at MCH Reference 0.74, CPU Reference Auto:
CPU Clock Skew 50 - Memtest FAILED
CPU Clock Skew 100 - Memtest FAILED
CPU Clock Skew 150 - Memtest PASSED!!!!

Excited about this, I switched VCore back to 1.33750. No BSOD at boot (granted it only happened once out of the three boots), and I was able to run IBT (though I had previously). But I feel confident that this may have eliminated a lurking variable that could have become a nuisance.
I am glad you naild the clock skew, I am sure it's gonna help further OC.

Running IBT, I got a BSOD (Code 124). Our old enemy is back!!
Probably gonna be a bumpy ride from now on, I am quite sure morve vcore will be needed with each increment.
No need to test the whole range of MCH Reference, I am quite sute 0.74/0.72 at 1.2v VTT is good for now.

Yes - good catch. It should have said 1.26875 (fixed now). Picky is good - we must all be on the same page

    STOP Error 0x0000009C: MACHINE_CHECK_EXCEPTION
I have no idea, but I'd go with vcore.

BTW for the comlete(?) list of BSOD codes, List of Blue Screen Error Codes (STOP Codes)

Sounds good, I'll up the VCore and run the tests

    STOP Error 0x0000009C: MACHINE_CHECK_EXCEPTION
STOP error 0x9C means that a fatal machine check exception has occurred. STOP code 0x0000009C may also display "MACHINE_CHECK_EXCEPTION" on the same STOP message.

Hmm, is there a common root cause associated with it or is it just indicative of an overall stability issue?

In either case, I'm pleased to announce I've broken 30.0 GFlops for the first time!!
    Round of beers for everyone

Having clicked up VCore (once) to 1.34375, IBT successfully ran:
