    Timings is manual and set to 8-8-8-24?
    Can you attach a CPU-Z text report for those settings?

    File with those settings is already attached, but I have attached another (I have also reduced DRAM Voltage down to 1.55v from 1.6v)

    Yes your timings are set to 8-8-8-24, its a woder you can boot at all, set them to 9-9-9-27

    Also set DDR VT Voltage Control to auto, and DRAM Voltage 1.5v or 1.52v, only increase it if unstable.
    If unstable try increasing CPU NB VID Control up to 1.25v

    tried those settings and system would not boot?
    set back to 8-8-8-24, DRAM Voltage back to 1.55v, but upped CPU NB VID Control to 1.25v (That final setting was the only one that allowed system to boot)!

    This is very weird. But you could boot before without changing the CPU NB VID Control.

    The DRAM E.O.C.P. is not mentioned in the manual what are the option it has?
    Maybe leave memory multiplier and timings all auto and use only that, or disable it if setting multiplier and timings manually.

    If I leave all settings to auto, the system only boots with 1600MHz, the E.O.C.P. settings are Disabled or 1333 1600 1866 2000 2200
