    am I correct in assuming that for some reason it isn't possible to adjust ram timings from within windows? atleast with things like IXTU and EasyTune etc?

    It looks like one has the updated ME firmware v9.0.30.1482.

    Correct. You could try CPUID's Mem TweakIt v2.02.01 though.
