Are you by any chance using an HDMI switch? I had problems with my screen blank on booting and it turned out to be the switch. I use two computers/one monitor routed through the switch. Also I've seen this before when the card isn't making good contact in the pci slot, or the slot is damaged.
Only other thing I can suggest is swapping the gpu to another slot and see if it still happens.

No UPS or Switches are being used. I'm using a straight forward set-up really, but unfortunately I can't test the other pci-e slot. I can't put the card in it because I'm using an m-atx case and the second x16 slot on the Sniper M3 would require a fifth slot on the case. I'm pretty good with computers and Windows installs, and have tried everything I can think of. I usually have no problems with my rigs. The reason I posted was because I thought that it may be a BIOS clash somewhere, considering that some HD7950's display this non waking monitor behaviour and some don't. So possibly rules out it's the hardware???

I've tried different settings for the monitor to go to sleep, but no change to the problem :( Thanks for suggestion though. . .
