Default Gigabyte z77x-d3h - system wouldnt post twice in a row, replaced psu, problem persists.

motherboard is gigabyte z77x-d3h (now thinking this is the cuprit?) power supply (corsair tx550m) processor (3570k)
The first time i had this issue everything in bios was fine, its the same now. RMA's the psu, it was found to be 'failing under load'. I have the same problems now that i had before, a new power supply hasnt fixed it.
I figured out it was power supply because i tried another power supply and the system was fine with it and would post every single time. Ive also discovered the 4pin cpu header on my motherboard is definitely faulty, it wont spin up a fan instantly it takes about 7 seconds (using a 3pin fan in the header does NOT give this problem).
So, what should i do. Is there a chance its still the power supply? Could it be both?
    Thanks

So heres an update..this is completely mind ****ing me

I use a power supply out of an old dell with my system - it works everytime, posts every time.
I use my 'faulty?' power supply with that dell system, it works fine.

My power supply with my system = issues.

Also i have figured out my motherboard has a dodgy 4pin cpu fan header (its 4th pin is dodgy, 3pin fans work fine with it, but a 4pin fan takes like 10 seconds to spin up.

Have you tried changing settings in the bios for the cpu fan to see if the spinup time changes?

no but im definite its a dodgy 4th pin, a 3pin fan in that same slot spins up instantly. Either way ive currently packed away power supply, going away for christmas tomorrow so it will probably be a few days before im back. At the moment im thinking to buy a new motherboard from scan, amazon will take back my motherboard no questions (they are good like that), since its probably defective, then ill take it form there...
