    Well it turns out I had a few problems going on here.

    First, My 8800 GTX it seems is on its way out.

    While at default clocks, league of legends would not crash but OCCT would still give GPU errors. The slightest increase, even to 3ghz and under, caused league to crash.

    So what I did is update to a clean copy of windows 7 x64 and installed the latest video drives from tweakforce. League would still crash.

    Before playing my game, i also entered the windows 7 timer trick that I found on the league forms. This can be useful for ppl who have an otherwise stable overclock but games may still crash it. This OP was using SetFSB, a software based program for overclocking. however, this error can happen from bios overclocks. Open up an admistriative command promts and enter

    bcdedit /set useplatformclock true

    CPU overclocking with setfsb or similiar software in Windows 7. to: Wrenchman! - League of Legends Community

    this should fix overclock based gaming issues in windows 7 only, provided your overclock is otherwise stable.

    So i replaced the video card with an Ati 4850 i had lying around and teh crashes disappeared. At this point in time, my settings were at 3.6ghz (400x9). However, prime95 running for a few hours caused the machine to reboot while i was gone. this also indicated 3.6ghz was unstable for me. I'ved tried every combo of voltages i could read up on. In the end, it's just like the others said here: For my particular setup, board, cpu and mem.....3.6ghz can't be had

    However, 3.2ghz (400x8) was achievable as games no longer, the computer goes to sleep and wakes up properly, and all the overclocking suites (prime 95 and occt) have run for 8 hours with temps getting around the low 70s under load.

    So now, my overclock of 3.2ghz works on windows 7 and the following issues have been fixed:
    instant crash of overclock test programs: fixed by more voltage
    Computer not sleeping properly/entering endless reboot loop: My particular board and Q6600 do not like FSB to go over 400. 425 causes this bootloop. So i keep it at 400 for max FSB bandwidth.
    Video games crashing: overclock was contributing to this in some way, but it also appeared to be a windows/gpu issue. fixes are the windows timer fix and clean install in addition to toning down overclock

    The memory settings (timing, advanced timing, voltage) was actually for my memory and particular motherboard. Saw it on the G.skill forums.

    My final settings are as follows:
