Sleep? Nah, sleep is for wimps.

I think that the problem might be with your psu and possibly with the memory.
As I recall, many P35 and P45 systems had problems with Kingston value ram models.
Their DDR2 HyperX memory is a different matter and is excellent in my P35 system.
Can you borrow another brand of memory to test with?
G.Skill and Corsair memory was very popular in the forum several years ago, but most name brand memory usually worked well.

Semi fanless psu operation is usually only found in some very high end models.
I couldn't find any reviews for your psu at my favorite review sites and most review sites don't do a thorough review.

Look at the specs at Cooler Master - RP-650-PCAR/RP-650-PCAP Power Supply and you will see that your psu is an older model with efficiency rated at >70% typically and it is a non-PFC unit. The fan speed chart shows that your psu fan speed varies from 2000 - 2700 rpm.

It's possible that your psu has overheated sometime in the past when the fan might have failed. The fan might not come up to speed if your motherboard is in a boot loop where the board turns on and off fairly quickly.

Try to test with a more modern name brand psu that is at least 500 watts and is a PFC model and is at least 80% efficient. Older inexpensive power supplies are cheaply made and often fail before they are 4 - 5 years old. In some cases, a psu failure can damage the motherboard and other attached hardware.

Most Antec and Corsair power supplies are quite good and Seasonic models are very good to excellent.

I'll see if I can get some different ram next.

the psu fan thing is happening on the Corsair hx650 that I am testing with. My original coolermaster psu fan spins the whole time the mobo is on.

The corsair hx650 is a 80+ gold cert psu and I get the same loop I started out with. I am trying with just the psu, CPU and 1 stick of ram.

should I try with the graphics card too or am I just wasting time?

I vaguely remember the system had trouble getting out of sleep mode when it was working. Is this indicative of anything?

I was hoping all day that when I got home and put the corsair psu in that I would get a beep code...i was gutted when I didn't! Nothing seems to be easy or inexpensive when I work with computers!!

Trying to boot without a video card should generate an error code, probably 1 long and 2 short beeps.
The HX650 is an excellent psu and probably has automatic fan speed control.
Try booting with one memory module and a graphics card.
See if you can beg, borrow, or steal a different case speaker.

Problems with waking from sleep are often due to a system that isn't fully stable, at stock speeds and especially with overclocked settings.
Check that all motherboard slots are clean and that they don't have dirt or dust.
Carefully clean the electrical contacts on the memory modules and the graphics card using a clean rubber eraser or using a lint free rag that is lightly moistened with denatured alcohol or 91% pure rubbing alcohol.

You need to connect the 8-pin EPS12V or 4-pin ATX_12V psu cable to the motherboard for your system to post and boot.

Probably not. Many of Gigabyte's P45-era board had issues with certain sleep/resume levels. The DS4P's latest (non-beta) BIOS, release F8, was purported to correct waking from the S3 power-state, but whether or not it succeeded I don't know.

    GA-EP45-DS4P motherboard user manual: GIGABYTE - Motherboard - Socket 775 - GA-EP45-DS4P (rev. 1.0)

One or more of the onboard diagnostic LEDs (page 22) will be illuminated if there is a problem with:
cpu, memory, pcie x8/x16, pcie x1/x4, PCI, IDE, or SATA devices during POST.

The beep error codes are at the bottom of page 106.
The front panel header panel header layout on page 29 is typical for Gigabyte motherboards:

With the CPU LED on during post, this might be caused by a bent cpu socket pin or a faulty cpu.
Bent cpu pins can be difficult to find even with excellent lighting and a magnifying glass.
We can usually find bent socket pins if you can take a high resolution photo without using the flash, in macro mode with good lighting.

Can you borrow another cpu to test with?

I went to the local computer place after work to get another case speaker and it just makes the same clicks as per usual.

I haven't been able to get any other ram or a cpu yet as they dont just hand them over the counter like the case speaker unfortunately .

The CPU led comes on whenever I first start it up but sometimes when it loops it doesn't come on or it just flashes.
Here is a pic of the cpu socket that I just took on my iPhone...does this help? I don't know where my camera is!
