    Increasing the CPU core voltage will NOT do anything for you, and is not necessary. Here's my 4670K:

    Your CPU-Z screenshot shows: Cores 2 Threads 2. Is that by your settings?

    Check the Windows Power Plan option like this: Got to Power Options, and click on Change plan settings.

    On the next screen, click Change advanced power settings.

    Find Processor power management, and click on both the Minimum and Maximum processor state Setting fields.

    Maximum processor state should be 100%.

    Minimum processor state can be 100%, or even set to 0% if you want the CPU to throttle down.

    Yep... weird...
    Try : run->msconfig->boot->advanced options
    Probably you have locked your cores. I don't think it has any influence on OC.

    to parsec :

    I am telling you, it is a bug. I had the same problem. If I changed multiplier or turbo core it would not to overclock. New UEFI will fix it probably.

    In Processor power management, there is no option for Minimum and Maximum processor state Setting fields (windows 7)

    Did the msconfig and it only has option for 1 or 2 cores !

    Have you reinstalled your OS after upgrading? Probably windows freezes the CPU cores before. I guess you had 2 core CPU. Am I wrong?
    Reinstall your OS, it might help.

    No I didn't reinstall windows just attached my old drive to my new mobo. I had a i5-750 quad core before. Please don't say I have to do a windows reinstall? If so can I just install it over the top ?

    No one guarantees that upgrading HW without reinstalling OS is safe. It is highly recommended to that. But it is weird... because you have had 4-core CPU. Anyway I saw lots of problems If you do not reinstall. Sometimes there is no drive enable, sometimes problem like yours.
    So first things first..

    EDIT: In UEFI change in ''enabled cores'' from AUTO to 4. Maybe there is a bug.

    I've noticed that device manager is showing all 4 cores but everything else - cpu-z etc only shows 2 cores
