no I meant just idle in the desktop, here's an example of 12v psu

it should be 12v or above

you can use a number of monitoring software to see what the 12v rail is (you said it was low?) sorry I don't use occt so not sure what you meant
one is easytune and another is hardinfo which is free here

I recommend running HWiNFO64 freeware and to enable logging. It will generate a detailed report in CSV format. The default scan and logging interval is every 2 seconds. Start HWiNFO64 with the sensors box checked as soon as your system is at the desktop and enable logging. If your system crashes or freezes, the sensor log should show if GPU temperatures were too high or if there were other temperatures or voltages that were not good.
    HWiNFO64 Download

Your GPU temperatures are way too high, unless you started the CPUID monitor immediately after a game had ended.
My N460GTX video cards idle at 24oC and seldom go above 50 - 60oC when running graphics benchmarks.
Do you have any add-in cards blocking the GPU cooling fans?

You can download and run WhoCrashed freeware and post the results which will tell us the BSOD error codes.
The windows Event Viewer might provide some useful information if you know the time that your system barfed.
Resplendence Software - WhoCrashed, automatic crash dump analyzer

The attached picture shows the graphics details that HWiNFO64 can monitor and log.

i think i had cpuid after/while i was in tera online my board is a mini atx so its a bit close to the cpu do to its size
Whocrashed and event logs don't show the error codes (even though i set it to not restart to get them to log new ones) just says PC shut down for irregular reason if it is the board and it size contraints i might need to review my purchases :( especially since this wasnt the board i originally had in mind with this build.
I have had this PC for over 3 months now. i have also read alot of the nvidia boards about 320.x patches and crashes so im looking into if i should roll mine back

You might want to check with EVGA tech support to see what they recommend.
A quick check at Drivers | GeForce shows 2 earlier WHQL driver releases for your GTX 660 TI:
    • 314.07 - WHQL release date: Feb 18, 2013
    • 314.22 - WHQL release date: Mar 25, 2013
    for win7, win8 and Vista 64-bit systems

It looks like your GTX 660 TI should idle around 30oC or lower, but if you have high ambient temperatures your gpu temperatures will be higher too.
Describe in detail you case fan setup: fan size, location, maximum rpm/CFM.

How old is your HX650 power supply?
Can you test with another power supply?

I did a lot of testing with my Cooler Master 690 computer case and I installed an 89 CFM fan on the side panel, above my video card to see if this would lower GPU temperatures; this was a dismal failure as GPU temperatures were much higher while performing GPU stress/benchmarking tests!! My computer case has 7 case fans installed; 1 front, 1 bottom, 2 side panel, 1 exhaust and 2 top fan locations.

Check out MSI N460GTX Hawk (1GB) Overclocking Results, post #83 to see my 92mm video card cooling setup that lowered temperatures in some of my tests. Post #85 shows several video card temperature results with gpu speeds from 780MHz - 925MHz.
