    Your board's features will not all function correctly without the Intel Management Engine components. Some of those features are on the chipset.

    Your board's BIOS has Intel IME firmware contained in it. Without the IME software, the IME firmware cannot communicate with the board and chipset correctly.

    You can set the Uncore multiplier manually to whatever value you want, normally the same as the standard speed of your processor, 35/3.5GHz.

    I thought Intel Management Engine Interface driver is not important for home users, but after your info, I will install. About uncore, I decide to stay with f3. Thank you parsec :)
