Default motherboard the turbo frequency varies permanently

I'd like a little bit of information about my motherboard and my 9600K processor.
    The motherboard gigabyte Z390 sli.
On this motherboard the turbo frequency varies permanently.
Using AIDA64 Engineer we see that the normal frequency is 3700 but the turbo frequency,
    can vary from 43 44 45 46 multiplying factors so 4300 4400 4500 4600.
    Normally the frequency should be 46 100 = 4600.
I wonder about this variance of turbo frequency which is not really serious in itself but weird about the operation of the motherboard.
In the BIOS I have nothing touched processors posed correctly auto detection
I'm not adept at pushing processors it's just this variance of frequency that seems odd to me.
It's only the turbo frequency there must be a parameter in the bios
    in default.
    Thanking you

Basically max turbo frequency is the maximum frequency the CPU will work at.
Depending on it's work load the CPU will vary from 800MHz to 4600MHz
