The +12V@20amp is week change your power supply, or ad a second power supply for the graphics.

You are much better off replacing the one you have with a GOOD atx power supply=PSU. GOOD = $$$
A secondary PSU will cause more heat in your case which you don't want. A cheap PSU won't last and usually are week and noisy.
If you want you could design an external power box w/ a 5.25" secondary PSU outside of your case. ???? Then you would need to feed the wires inside to reach your graphics card, and a molex from your internal power supply to reach it. Your internal PSU feeds initial power to turn on your secondary PSU. They come with instructions and a AC chord. That is how you do it all with one switch. The wire intrusions usually require a drill and gromets, shrink tubing and wire couplings, or extensions. This is all why it is best to get a GOOD replacement. Below is a little article on it.

Added a second power suply used my old 350 watt as the main and my 550wt for gpu but stll no good. I also installed a fresh copy of xp on another hdd with sp2 instead of sp3 but still no good the only thing it realy leaves is my gpu. Because it just seems weird that it's ok on lower resolution. People iv spoke to with a 9600gt 512mb gpu with simular set up as me can run highest res with no probs?? Starting to run out of ideas now, fingers pointing at gpu???? Any more input from u guys would be a help. thanks

The GPU may very well be bad now, being run with low amps on the 12v rail can cause them to go bad. I am assuming you have run the coarse on all possibilities and it all points to the GPU. It very well could be the GPU, but please try to eliminate all other possibilities. Check your monitor to be sure it supports the res you are trying to use. Did you install the latest game patches? Does this only happen in COD4? It could be the game. Did you try rolling back the driver? There are alot of possibilities. Please be aware if you buy a new card this may or may not fix your issue. Also be sure you update your sound drivers. This may be the problem as well.

    Clarky250

Mate, im experiencing the same problem, freezing when playing cod4 and 5, no other game does it.My power supply is a Corsair HX620w which is more than ample for my system.
My operating system is Win7 7100 64bit and are running an E8400(not overclocked) and an Asus 8800GT vid card.
I have pretty well done exactly as you have in trying to figure the problem out but have come to a dead end unfortunately, really swaying towards a driver conflict somewhere instead of a hardware problem but just cant put my finger on it.
If you have come up with a solution, please pass it onto me as this is really pissing me off. Cheers

Might have found out my problem at least. I had SuperAntiSpyware installed and since removing the program i have been able to play COD4 without any freezing.I went through my windows logs and it was showing the spyware proggy trying to start right on the second it would freeze the game.
Fingers crossed ive nailed the problem.
