Default Recommend me the best 4gb kit that doesn't exceed 100 usd? PSC? Elpida bbse?

I've seen a couple gskill PSC kits that were tested stably at 7-10-7-27 1t 2200MHz (1.65v)

    these Newegg.com - G.SKILL Ripjaws Series 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 2000 (PC3 16000) Desktop Memory Model F3-16000CL9D-4GBRM

    and these: Newegg.com - G.SKILL Ripjaws X Series 4GB (2 x 2GB) 240-Pin DDR3 SDRAM DDR3 1600 (PC3 12800) Desktop Memory Model F3-12800CL6D-4GBXH

    bench results for first:
    Testing G.Skill Ripjaws F3-16000CL9D-4GBRM

    bench results for the second: $79.99 G.Skill F3-12800CL6D-4GBXH (2x2GB) 1.5v @ DDR3 2133 CL7!

My primary question is are there any better kits then these that are less than 100?
My secondary question is... i know certain ic like elpida bbse preform similarly throughout... ex.. if you buy a kit that has 9-9-9-27 timings@ 2000MHz with elpida bbse they clock/overclock around the same throughout a large batch. (so if i buy two kits and test them both they'll clock around the same)

These use PSC XFG IC though and i was wondering if they are all pretty similar clockers or did these guys get golden kits?
