    a. what happens when you try to boot into windows normally

    b. what happened immediatly before it started booting into Safe Mode?

    c. is the PC overclocked?

    d. what (if any) troubleshooting has already been done?

I've never seen windows boot directly into safe mode; it always gives a menu. When you get that menu, tell it to boot normally.

If it is booting directly into safe mode for some reason, try pressing F8 (or F5, can't remember atm) to get the menu and procede from there.
