Questions about overclocking 2.4ghz

I was wondering if anyone could like help me (A NOOBIE) in overclocking my:
Dell 2.4 ghz
533 fsb
256mb ddr 2100

As u know, Dell blocks off the portion of BIOS that allows u to overclock FSB and CPU speeds, so i d/led a program called "CpuCool version 7.1.6". Is this program reliable and will it work in overclocking my memory, processor, and FSB? Also when u try to overclock the FSB or any of the clock speeds they ask u for your mainboard, mainboardtype, pll manufacturor and pll type, and a whole lotta crap... So can someone help me figure this out?
