Your USB ports are version 1.1 which do not support USB 2.0 devices though 2.0 ports will support 1.1 devices. Your best bet would be to buy a USB 2.0 controller card (2 port jobs are dirt cheap). ;)

so i can plug a USB 2.0 scanner into the ports then upgrade the motherboard later then?

to get a usb controller i will have to get another PCI card?

The only way to get that scanner to work is either with a PCI USB 2.0 controller card or another motherboard with USB 2.0 support as USB 1.1 will not supply the voltage required for USB 2.0 appliances plus some also require the speed of the later port as well. I'm sorry but that's how ya stand atm. :(
