SoftFSB or CPUFSB may work for the CPU and memory then you just need a suitable video card overclocking app.

the video card is easy. download a program like powerstrip and just follow the instructions on the site and in the program.
the ram will be overclocked when the FSB is increased which will overclock the processor. to do this you will need a program like softFSB. software overclocking the cpu will not be that good though as you will not have voltage adjustment or the option to lock the AGP/PCI bus.

With the video card you just need some softmodded drivers like Omega and/or a program like ATITool.
Here's an old, but useful article to help you:

WHat prgram would the best for the processor? I downlaoded SoftFSB but how do I use it and could you overclock a video card that is onboard because my moms computer video card is on board. and can you change the setting back to the defaults later just in case anything goes wrong?

EDIT: I tried CPUFSB but my motherboard isnt listed in there, so can i still use it? I ahve a mitac

EDIT2: I also tried SoftFSB and my motherboard isnt in there. what do i do?

EDIT3: Is there anything else I could do to get the best performance possible out of my Dell without upgrading parts. I already followed the Windows Tweaking guides on this site and they helped a bit, but is there anything else i could do to speed things up a bit until I get enough money to uild my new system?

It looks like you're out of luck then but overclocking name brand PC's don't give very satisfying results anyway when those programs do work and intergrated video isn't worth overclocking (in many cases impossible) so the best you could do is to just fine tune the os.

If the integrated video is ATI or Nvidia you might be able to overclock it, but not much. Even with a brand name you can get quite a bit out of the video card, but probably not if it's onboard.
