Are you wanting to overclock the RAM only without boosting system speeds or are you planning on overclocking the entire system?

Try some of the stuff at www.ocfaq.com.

Have you actually tried a tutorial for overclocking that didn't "work" before? If so, what was the problem?

The problem was that some tutorials simply didnt have enuph details and others didnt seem to change anything.

well, when you say OC'in rams, does that mean to make it run faster to open some space up for some OC'in the CPU? Or does it mean to make it run faster with good timings and try to stress it out even more by OC'in the CPU? It's all retorical questions btw, my answer lies in the question.
    -Case - Aspire X-Dreamer (Silver)
    -Processor - P4 2.8C OC 3.26GHz
    -Motherboard - Chaintech S865PE Socket 478 Intel® Pentium 4 800MHz FSB Intel 865PE + ICH5
    -RAMs - pqi TURBO (2 x 1GB) DDR400 Dual Channel 2.5-3-2-5
-Graphic Card - HIS ATI 512MB X1650 Pro
    -Hard Drive - Western Digital 7200rpm 8mb cache (250gb)
    -CD Drive - NEC DVD-RW ND-2510A

By overclocking RAM u r able to change the FSB:RAM Timings, which will provide u with maximum RAM Output speeds. Also you can increase FSB timings once you tweaked the CPU and this will allow u to add RAM to ur PC, which was only designed for faster processors.
If you decide to tweak ur system or its components, it is advised that u add extra fans to whatever u r tweaking, cause the component will certainly overheat.

What the hell are you talking about? Overclocking has nothing to do with adding RAM to your computer, which believe me, is designed for so you can add RAM, not just for faster processors...

In any case, it'd be nice to know what motherboard you have because all the overclocking tutorials in the world aren't going to do you any good if your better is incapable of overclocking.
