So it's only like a spike in temps and then they go back down even though thee CPU is at 100% load?
Do all software show that or jus tOCCT?

No it jumps to 80c and stays there while at 100% and drops again when the load drops. almost equally fast.

That's normal, but those temps, or even a bit lower, are expected from high end air cooling.
What voltage do you need for stable 3.8GHz?

Maybe you don't need that much, have you tried setting it lower manually?
Some other voltages may be too high as well, can you post a screen capture of EasyTune -> Tuner -> Advanced -> Voltage tab for current settings?

Ok I'll post a screen shot when I get home from work today. however I have tried less voltage, my bios settings listed in the first post is the settings where my computer is stable going below that will give me a stop error saying that I should increase my Vcore .

So auto sets cpu voltage to 1.36v? What qpi/vtt voltage are you using?

What does setting cpu voltage to normal give you? Try without llc enabled, leave it on auto and normal dvid +0.0000v
