easiest ways to transfer files from one cpu to another

Could someone tell me the easiest way to transfer files from my old CPU to a new one?
I would greatly appreciate it!!

Burn it onto CD if you have a writer or over a network if you have the hardware.

Drag the old harddrive over to your new pc. Remember to set the jumper to slave.

Sorry i'm new. What jumper? like a small connector at the rear of the HDD?

How do I connect the rest of the cables at the back, I want to use a slave.

I have a flat cable that goes to my curren hdd and to my CDR. and one that just goes to my CDRW

Where do I connect the slave to?
