An Athlon XP 3200. That's kind of a waste of money, though. With good cooling you could get that 2500 to the 2.2-2.5 GHz range through overclocking. It should even do 3200 speeds with the stock HSF.

But better cooling means more noise, right?

And money to buy a good cooler. Whitch is a safe bet in cooling?

No. You don't have to have a loud fan to get good cooling. It doesn't hurt, but it's not necessary. The key is the heatsink you use, and Thermalright produces some of the best you can buy. Grab an SLK900A (or 900U if you want to use the holes around the socket), and get a decent 92mm fan.

How are these people overclocking? do you have to purchase unlocked cpu's or something. I'm running a 3200. but m a7n8x gives blue screens when i set the mem bus to higher than 166. doesn't like 200mhz. its xms corsair 3500. i tried upping cpu voltage and mem voltage, this doesnt help?

You just overclock FSB like with Intel processors when the multiplier is locked. You might have some problems, though, as going far over 200FSB will produce unstable results unless you do something like the wire trick described here:
