XP2800+ or 2500+ Mobile?

Putting together a system for a friend the basic specs are:

NF7-S rev 2
XFX FX5900XT
2x256 Corsair TwinX 1024C2PT

With a 2800+(unlocked supposedly)
Or a 2500+ mobile (IQXEA0330VPMW)

What would give him the most mileage? Oc'ing is not his primary goal, but would like the headroom.

Well the 2800 is obviously better at stock, but the 2500 will overclock much further. I'd take the 2500.
