I haven't tested that particular Arctic Cooling unit but I've found that in terms of performance, Thermaltake is better. That POLO unit, however, is very loud. AC units may not perform quite as well, but they generally do so at a lower volume. The POLO comes in at 48 dBA when running at full speed.

In my experience Arctic Cooling is one of the best brands for noise if you want a cooler that is quiet, but still good. Thermaltake, on the other hand, is just about the best when it comes to pure performance, in most cases.
