No video and red lights by DIMM slots

I just put together a Chaintech 7AJA2E w/ a Radeon 7000 AGP, 256MB PC100 memory, and some other things. When I power it on, the HDD's kick on/fans spin, but I get no video signal at all. I also get 2 small red lights by my DIMMs. Any ideas???

Is the case speaker plugged into the motherboard? If so, do you hear any beeps? If not, plug it in and try it.

Have you tried the video card in another system? Have you tried a different video card in this system?
