go with 6800gs or 7800gs i have a bfg 6800gs and it detects high quality for me i get 30 fps when im out side and like 60 when im in a house. The settings i have are:
    1280/1024 res
    2x antialsing and bloom
    and the textures are large
i dont know about the 7800gs but thats about $300 and the 6800gs is $200

    Specs:
    6800gs agp
    256mb ddr3
    256bit
    1000mhz memory
    350mhz core
12 pixel pipes (more the better) (also you can unlock it 16 pixel pipes but if u get lucky)
5 vertex pipes (unlock to 6 vertex pipes)

    7800gs agp
    256mb ddr3
    256bit

I second the 7800GS, you need all the power you can get for Oblivion.
