I remember reading about this, but I don't remember where. Is the noise a high-frequency "whine"?
I'd try other (older/newer) videoc ard drivers, maybe they can fix it.

No, it is not a high-frequency noise. It's difficult to describe... kind of a wheel turning, clic, clic, clic, etc. Of course, it's not the mouse wheel.
I cannot change the driver because it's Windows 7 (64 bits) and there aren't many options.

if you have c1e enabled in the bios under the cpu options try disabling it and see if it goes away.Gigabyte GA-EX58-UD4P F10d

I think I have fixed it. I have changed the PSU. That did the trick.
