    What is the rule for running cat5e next to electrical wire? Is there any for cat5e for network??

    Unless the electrical wire is shielded (like in conduit) I wouldn't recommend it. It might work and cause you no issues, but there's definitely a chance for interference and network errors...better to be safe than sorry, especially if it's a long or difficult run.
