Double check all voltage readings with HWMonitor and EasyTune6 and see if there are significant differences.
You should also confirm the voltage readings in the bios PC Health screen.
If might be a psu problem or a problem with your mobo.
Can you borrow another psu to test with?

I believe the tolerance for line voltage on the 3.3 is +/- 5% for the X58 motherboard. Which would put you below tolerance if your readings are accurate....Comment

Correct, the power supply's maximum allowed voltage regulation must be within plus or minus 5% for all output voltages except for -12 volts.
Keep in mind that motherboards have voltage regulating circuits that will affect voltages.
Top tier power supplies will be within plus or minus 1 - 2%, very good power supplies will be within plus or minus 3%.
The attached chart is included in all of PCPER's power supply reviews.
In psu reviews, voltage measurements are taken from the 24-pin cable connector, not from the motherboard.
