I know this may spark a debate but as I go to reviews about fans I keep getting pointed in the direction of the Scythe gentle typhoon 1850rpm. I have looked for it but no one seems to have it. Does anyone know what is going on? Thanks.

How will you use your fan? case fan? computer case?
Buying a fan with an fluid dynamic bearing (FDB) will have less noise and much longer life.
Are you looking for a 4-pin PWM fan?
Do you want to use a fan controller to manually change fan speed and noise?

edit: Noctua also makes quiet, high quality fans.

An air cooled tower setup might have problems with some memory modules if your ram has heat spreaders that are taller than ~40mm. From what I've seen, a low cost sealed water cooling setup performs similar to the best air cooled setups. Corsair has several sealed water cooling setups and you might get significantly better cooling performance if you buy a somewhat more expensive sealed setup. There are quite a few web reviews for these setups, check it out.

The thing with the Noctua for me is I use Corsair Vengeance RAM and it stands over 2 inches tall so I'm a bit concerned at being able to fit it in.

Have you looked at the corsair all in one watercoolers? I think one of those would be the best,no ram clearance issues noctua are the best when it comes to fans,their heatsinks will be too big for you I think,looked at akasa Apache fans?
