Asrock Extreme 3 Gen 3 Fluctuating Multiplier

so i recently got an Z68 extreme 3 gen 3 mobo and an intel 2500k cpu for my friends computer. i went into the bios and set it for 4500 MHZ (45 x 100). i set LLC to 2, I disabled C1E, EIST, and thermal throttling. I also left the CPU voltage at auto. the problem im having is that the bios recognizes the overclock of 4500 but when i run OCCT the frequency jumps around a bit but seems to mostly stay around 4200-4300 MHZ (42-43 multiplier). I have tweaked other settings but to no avail so i returned them to the default. how do i get the multiplier to stay at 45 under load?
