That is not an easy question to answer. Depends on you're heatsink and case ventilation.

I haven't used an E8400, but based on my experience with Conroes and Wolfdales, I would say if you're using the stock heatsink and have a 120mm exhaust fan in you're case, you should idle 40C and load 60C.

With a decent aftermarket heatsink, it should be more like idle 30C and load 50C.

All depends on the volts. And of course as said above your cooler and case airflow.

I think about 38-60ish would be a norm with average voltages needed

I hit less than 50C core temp with OCCT at full load on my E8400 E0 @ 4GHz. Idle core temps say 39C, but I think the sensors are stuck so they won't go below that, and the actual temp is less. My system spec below in sig.
    Intel E8400 E0 3GHz @ 4.0GHz (444x9) stable (provisionally), max 4.4GHz (489x9), Zalman CNPS 9700 (core temp 46c @ max load @ 4.0GHz),
    Gigabyte GA-P35-S3G F5b BIOS + 40mm fan on MCH, Geil Black Dragon DDR2-PC8500C5 (2x1GB) @ 1066MHz (444x2.4)
Sapphire ATI HD 4850 Dual Slot Cooler (64c @ max load), Dell 3007WFP 30" (2560x1600)
    Seagate 500GB SATA2 7200rpm 32MB cache, Samsung 500GB SATA2 7200rpm 16MB cache, LG GH22LP20 22x DVD+/-RW
