Default Problem with hard disk formatting

i have a problem formating my hard disk.It is a new one 250 gigabytes and IDE.I m pretty sure that i have installed it correctly in master <<mode>> with the jumper and the black end of the cable.the problem is that i put the windows cd in my dvd drive and it doesnt find searches in the 4 boot devices(CDROM,IDE-0,FLOPPY,SCSI) and says:not found.then 4 lines appear and it counts to 5 and then it says insert boot disquette in A,when ready press any key.i press any key and it begin searching Boot devices and again not found ,at the end it repeats again insert boot disquette in A.what do i have to do?
It would be helpfull if anybody knew a site that says how to install a hard disk, but i m quite sure that i installed the cables right.
    thank you

Have you set your dvd - rom drive to first boot in the bios?
