MY recommendation, one for an AMD rig, one for Intel

    AMD:
    EPoX EP-8RDA3+
    Athlon XP 2500+ Barton

    Intel:
    Asus P4P800 Deluxe
    Pentium 4 2.4c (800FSB)

Then I'd use these with either setup,
Twin 512mb Corsair/Kingston/OCZ/Buffalo Technologies PC3200 RAM (any of those brands is decent)

Then a Western Digital 120GB 8mb cache drive (SE)

Then just the regular CD-RW or whatever, and a case etc

If you want to play games also get a good 3d card like a ATI 9600 Pro or better, if not you should look for a workstation card, check compatibility with the cad programs you want to use!
Im thinking about a matrox, 3Dlabs or something like it!
What programs will you be using??
    SYX -=AMD Powered=-
    AMD 1800+ @ 1880Mhz on A7S333 , 250 Meg DDR 333 Platinum @2-2-2-6
    Asus TNT 2 32 meg (128) , 250W ATX, 200W AT (same case)
Steel automotive intake fan (see avatar) , 3X40mm exaust fans in the back
