You need to either get a proxy (as suggested), or call your ISP and ask for a new IP.

Not that removing any sort of virus or spyware would require steps that drastic. In fact, that wouldn't really do much.
For spyware, download Ad-Aware from www.lavasoftusa.com
For viruses (ONLY if you don't have one), download AVG from www.grisoft.com

However, these may not solve your problem. Downloading HijackThis from http://tomcoyote.com/hjt/ and post the log.

Um, your IP normally changes on its own.

Dialup its diff everytime you connect.

Cable and DSL everytime you reboot it changes...unless you've got a static IP which isn't all that common unless you pay for it

I forget the command but you can lookup when your IP is going to expire, every IP has a lease and you can check it through a command prompt I just forget the command.. if I remember I'll post.

There's a years free trial of EZ Firewall by Computer Associates which includes a 15 day trial of their version of Zone Alarm Pro which reverts to the free version of Lite.

To find otu if you have one just run a virus scanner and/or trojan scanner like the cleaner and all it basically does is record everythiung you press on your keyboard and sends them to someone. So the person could find out passwords and anything else you type in.
