Default I propose a sticky: essential utilities

I'll start off with - PC Inspector File Recovery.

It's a free file recovery program for Windows. (Be sure to check the language bar on the upper right of the opening page to select whatever language you want the site to be in.) If your hard drive data is there, PC Inspector WILL get to it. If PC Inspector can't get to it, either your hard drive data is probably scrambled, or the hard drive itself has failed.

Anyone have other critical utilities to share?

You lack of knowledge of hard drive forensics shows. PC Inspector is not some magic wand, and it will not be able to examine the hard drive and find data that has been overwritten many times. It's a useful utility, but it's not quite what you think it is.

Give me a minute and I'll setup a stick with a bunch of stuff listed.
