If the hard drive has been in your possession for a while and you know that it performs well, then just boot from the CD and choose to format it before installing the OS. If it is a used drive that you haven't used before, then go through fdisk to make sure that you are using all of the drive space. I've seen a number of folks create a drive and then not know how to utilize the remaining space.

It might also be a good idea to use the fdisk /mbr command on a new drive to make sure that you start off fresh. This fixes any problems that might be rpesent in the Master Boot Record of the drive.
