    Perhaps the installation of some software has overwritten the .dll?
    You can use the System File Checker to reinstall the .dll ;

    the mfc42.dll can be found in Win98_54.cab file on your Win 98 CD.

    You could also try the IE Reapir Utility if that method fails.

    Control Panel
    Add/Remove Programs
    highlight the entry for Intenet Explorer
    Click the Add/Remove button
    a dialouge box will appear with 3 options
    choose the repair option
    click OK and follow the instructions

    if you just need to update mfc42.dll and the other required microsoft visual C++ runtimes you need to download the vcredist.exe update from microsoft
